Social Context

Until now, the government had a weak will to cooperate by sharing public information with citizens. Municipal Administration 2.0, which was held in 2012, is a project to disclose and communicate public information by raising a problem. This aims to increase public interest and transparency, and to create new values through citizen participation. The project established as part of this was the establishment of the Seoul Archives. Through this, Seoul City sought to create a space where public information and citizen information could be collected and preserved, and shared with the private sector. As the Centers for Disease Control and Prevention moved to Osong, Chungbuk, the existing site in Eunpyeong-gu became vacant. The city of Seoul announces that it will use this site as a cradle of innovation to solve social problems. In 2013, this was embodied as Seoul Innovation Park, and several organizations for a sustainable society moved in. In the process of contemplating the site of the Seoul Archives, the original candidate site was 850 Banghwa-dong, Gangseo-gu, but after expert analysis, this place emerged as a promising candidate. This is because it was judged that the values of the past to be accumulated in the Seoul Archives could become the basis for producing new values. Also, in this case, it was possible to link with the city's policy to build a social innovation cluster.

Vision Statement

1. Stabilize the transfer and management system of public records in Seoul. 2. Implement Seoul's citizen archives and networks. 3. Leap forward as a cultural institution representing Seoul. 4. Establish a digital archive that is trusted internally and externally. 5. Establish international cooperation with the world's leading archives.

Goals and Objectives

Together with the Seoul Metropolitan Government, it aims to record, manage, and share the changes in the space of Seoul and the lives of the citizens. Through this, it also aims to achieve a trusting government, new growth through the opening of information, and strengthening cooperation between the government and private sector.

Issues and Problems

Through the Seoul Archives, the foundation for realizing information communication, governance, and open visibility can be laid. Through this, it can play the role of transparent administration and explanation. This is very important in the realization of democracy, and it is a necessary foundation for the present city of Seoul. Anyone can obtain information without discrimination and participate directly or indirectly in administration through public records managed and preserved by the Seoul Archives. This can contribute to resolving polarization by reducing social alienation and information gaps. In the northwestern region of Seoul, where the ratio of the elderly population is relatively high, there is a need for a place that can be a cultural enjoyment space for the elderly and a record landmark that encompasses generations.

Public Engagement Strategy

The Seoul Archives has prepared spaces and projects to keep and manage stored records as well as communicate with citizens. First, various exhibition spaces were prepared, which were spaces that were not only passively viewed, such as exhibitions decorated by citizens. In addition to the public information sector, there was also an exhibition on the subject of “The Life of Seoul Citizens,” which citizens can actively relate to. It also recruited and trained citizen archivists and citizen docents to engage citizens in the process of collecting and sharing records. In addition, a tour program was conducted so that people could experience the records management system. You can check the disinfection and processing of records, the organization technology room, etc., and the management method of the digital storage.

Financing Strategy

All of finance is covered by seoul city. The facility operation cost is estimated at 8160000 won per square meter per year, with a total of 2431680000 won. In addition to the labor costs, the total annual management and operation costs were calculated and applied at 10644993,000 won.

Existing Community and Residents

The project tries actively to cooperate with seoul innovation park, where the site is located. There is a high possibility that citizens will visit the Seoul Innovation Park for the purpose of using facilities and then use nearby facilities. Among them, if they visit the Seoul Archives, they can enjoy the recording culture of Seoul and solve their intellectual needs. In addition, using the empty space of the building of the Innovation Park, it is also possible to conduct a special exhibition in a space with a large floating population. Also, in the process of operating innovation libraries and innovation research centers, various research, services, and creative activities using collective intelligence can be supported.

The Master Plan

The site is located on the edge of Seoul Innovation Park and connects the Innovation Plaza and Seoul Healing Forest. It is also on a slope where the elevation rises gradually from +33 to +50. Reflecting thi, the main strategy of the master plan is the use of slopes, securing visual openness, extension of the public pedestrian axis, and the connection between the innovation plaza and healing forest. The main motive created through this is “stratification of memory”. Several downscaled masses were placed along the slope to ensure flow and open space. In addition, various external plazas were created for each level to create a space where people can gather and be active. This plaza naturally leads the flow of movement to the forest, innovation plaza, and the interior of the building. In addition, security facilities and office areas are not open to users, so they are placed in the rear so as not to interfere.

Lessons Learned

What is the most important take away from this case?

The important take away is that the information was made available to everyone who visits this space. Through this, it was possible to increase the value of equality and the degree of democratic participation. Thanks to this project, this space became a place to physically visualize the value of equal information.

Why is this case relevant today and for whom?

It is relevant with citizens and government. Starting with the Seoul Archives, government information could be transparently disclosed, and through this, citizens were able to establish a basis for active participation in the policy. In addition, it was intended to function as a cultural space for the elderly in line with the aging surrounding area, and this function is working properly.

Which strategy was proved to be successful?

-Design strategy. When I read the blog reviews of many people who visited this place, I could see that the design was working as intended. -Collection of records of the city of Seoul that were kept dispersed. In addition, it created new value by not only storing it, but also promoting various projects that are open to citizens. -Linkng with Seoul Innovation Park. Through this, the innovation park's goal of “producing a sustainable policy” was effectively achieved.

In your opinion, what could have improved this project?

There are many administrative facilities that can be connected around, such as Innovation Park, but it is unfortunate that other infrastructure facilities are inferior. It would be good if proper urban planning was carried out in connection with private projects participating in the development of the surrounding area. In particular, the shopping street across the street is stagnant, so it does not help to achieve the purpose of the Innovation Park and the Seoul Archives. It needs a way to rebuild this place. In addition, it would be good to consider programs that residents of nearby residential areas can visit on a daily basis. The current program focuses on projects for so-called tourists who temporarily visit the area. However, in this area, there are several residents, but the floating population deliberately comes to enjoy leisure. It is necessary to take this into account.

Any other comments?

It's well worth the investment. I was very surprised to learn that there are places like this in Seoul. It is very important to systematically manage and disclose records, but it is surprising that we have so dared to work on such a large-scale project. The realization plan was also quite effective. However, the public relations plan or supporters that can inform the existence of such a place are still weak (there are almost no examples) and improvement is needed.
