Until now, the government had a weak will to cooperate by sharing public information with citizens. Municipal Administration 2.0, which was held in 2012, is a project to disclose and communicate public information by raising a problem. This aims to increase public interest and transparency, and to create new values through citizen participation. The project established as part of this was the establishment of the Seoul Archives. Through this, Seoul City sought to create a space where public information and citizen information could be collected and preserved, and shared with the private sector. As the Centers for Disease Control and Prevention moved to Osong, Chungbuk, the existing site in Eunpyeong-gu became vacant. The city of Seoul announces that it will use this site as a cradle of innovation to solve social problems. In 2013, this was embodied as Seoul Innovation Park, and several organizations for a sustainable society moved in. In the process of contemplating the site of the Seoul Archives, the original candidate site was 850 Banghwa-dong, Gangseo-gu, but after expert analysis, this place emerged as a promising candidate. This is because it was judged that the values of the past to be accumulated in the Seoul Archives could become the basis for producing new values. Also, in this case, it was possible to link with the city's policy to build a social innovation cluster.

This can contribute to resolving polarization by reducing social alienation and information gaps. In the northwestern region of Seoul, where the ratio of the elderly population is relatively high, there is a need for a place that can be a cultural enjoyment space for the elderly and a record landmark that encompasses generations.

The project tries actively to cooperate with seoul innovation park, where the site is located. There is a high possibility that citizens will visit the Seoul Innovation Park for the purpose of using facilities and then use nearby facilities. Among them, if they visit the Seoul Archives, they can enjoy the recording culture of Seoul and solve their intellectual needs. In addition, using the empty space of the building of the Innovation Park, it is also possible to conduct a special exhibition in a space with a large floating population. Also, in the process of operating innovation libraries and innovation research centers, various research, services, and creative activities using collective intelligence can be supported.
The site is located on the edge of Seoul Innovation Park and connects the Innovation Plaza and Seoul Healing Forest. It is also on a slope where the elevation rises gradually from +33 to +50. Reflecting thi, the main strategy of the master plan is the use of slopes, securing visual openness, extension of the public pedestrian axis, and the connection between the innovation plaza and healing forest. The main motive created through this is “stratification of memory”. Several downscaled masses were placed along the slope to ensure flow and open space. In addition, various external plazas were created for each level to create a space where people can gather and be active. This plaza naturally leads the flow of movement to the forest, innovation plaza, and the interior of the building. Through this, the innovation park's goal of “producing a sustainable policy” was effectively achieved.
There are many administrative facilities that can be connected around, such as Innovation Park, but it is unfortunate that other infrastructure facilities are inferior. It would be good if proper urban planning was carried out in connection with private projects participating in the development of the surrounding area. In particular, the shopping street across the street is stagnant, so it does not help to achieve the purpose of the Innovation Park and the Seoul Archives. It needs a way to rebuild this place. In addition, it would be good to consider programs that residents of nearby residential areas can visit on a daily basis. The current program focuses on projects for so-called tourists who temporarily visit the area. However, in this area, there are several residents, but the floating population deliberately comes to enjoy leisure. It is necessary to take this into account.
It's well worth the investment. I was very surprised to learn that there are places like this in Seoul. It is very important to systematically manage and disclose records, but it is surprising that we have so dared to work on such a large-scale project. The realization plan was also quite effective. However, the public relations plan or supporters that can inform the existence of such a place are still weak (there are almost no examples) and improvement is needed.
