Location Description
Mapo-gu(locate at north-west part of Seoul)’s urban development is planned to extending city’s office function based on city’s airport railroad. Project’s site can be easily access with Mapo-ro(east part) and Baekbum-ro(west part). In addition, Seoul city metro’s Gonduck-station passed by 4 Seoul city metro line is located near the site. Ascending geographical feature also characteristic of project’s site which gives buildings in the site to have big level differences. The site is residential area where many schools are located, Han river can be easily access.

Case Report

Introduction

As a part of “창업특별시, 서울”(“Start-up specialized city, Seoul”) which was the main project of Seoul city, mayor Wonseun Park, 서울창업허브(Seoul Start-up Hub) planned by city. Its main goal is to integrate existing start-up support facilities on the Site to provide huge where citizen can start their own business, communicate with other business man, get help from government scale(from oversea). Also reusing the public building which is located in Mapo-gu(locate at north-west part of Seoul). Making synergy of Mapo-gu’s urban development planning which is to expanding city’s office function based on city’s airport railroad. Project’s site can be easily access with Mapo-ro(east part) and Baekbum-ro(west part) and Seoul city metro’s Gonduck-station passed by 4 Seoul city metro line.

Background

Economic Context

Growth attention of innovative, technical start-up company worldwide affected by Facebook, Telsa other many companies, affect many governments and politicians. Seoul city and mayor Wonseun Park also declare Seoul city will be one of the best city for start-up. Seoul city planned to remodeling existing public building to Hub for start-up which also meet with the urban planning of Mapo-district.

Historical Context

Existing building remodeled to additional building was high school of electricity and engineering(1964). It represents modern school design of Korea. In design process the architect tried to combine its own structure and new program.

Committee of selecting examiners of design competition held. Evaluation result of technical service appropriation(기술용역타당성심사결과) was informed to department of architecture by chief of technical evaluation(기술심사담당관). Evaluation result of ordering service(용역발주심의) was informed to department of architecture by chief of technical evaluation. Evaluation result of daily routine was informed to department of architecture by chief of administrative audit(경영감사담당관). Department of architecture held competition of designing.

Timeline or Milestones

Project was initiated at 05/02/13 to find a way of using existing building of Korea Manpower Agency. At 04/09/14 evaluation result of investment on project passed. At 20/12/14 committee of selecting examiners of design competition held. At 15/12/14 evaluation result of technical service appropriation(기술용역타당성심사결과) was informed to department of architecture by chief of technical evaluation(기술심사담당관). At 22/12/14 evaluation result of ordering service(용역발주심의) was informed to department of architecture by chief of technical evaluation. At 23/12/14 evaluation result of daily routine was informed to department of architecture by chief of administrative audit(경영감사담당관). At 05/01/15 architecture part of government declared competition of designing. During 04/2015 contract of design service made. At 10/2015 construction started. At 09/2016 construction ended. At 21/06/17 main building officially opened. At 20/01/18 additional building opened.

Worth investment which can make another Telsa or Facebook, but the social office culture in Korea may can disrupt it. But still worth and should be long-term.
