As part of the "Modernization Project of the Jungnang Water Regeneration Center Facility," the project is to underground existing sewage treatment facilities, which are unwanted public facilities, and create a park and Seoul Sewage Science Museum on the site to make it a space where residents can live in culture and leisure.

Economic Context

This is a public project and is part of a project to replace aging essential facilities. The project to change treatment facilities can be economical by increasing efficiency, but there is no economic context in the sewage science museum itself. (Admission to the Science Museum is free.)

Social Context

I think it is a project to find a socially appropriate compromise in that water treatment facilities, which are essential facilities in the city, are avoided facilities. Social compromise was possible by providing residents with facilities such as parks and science museums and underground water treatment facilities.

Issues and Problems

There was no problem with the Sewage Science Museum, but there was a problem with the water regeneration center upgrade project. An additional 29 people are needed to operate the newly created facilities, but it is difficult to acquire short-term operational capabilities and it is difficult to recruit more people. Therefore, there was a problem with facility management. In addition, the change in the construction site securing plan made it difficult to secure a site for residents' convenience facilities, one of the suggestions of Seongdong-gu.

Lessons Learned

What is the most important take away from this case?

No proper publicity has been made for the Sewage Science Museum. In addition, the surrounding parks have not yet been created and the Sewerage Science Museum is located too independently, so it seems to have not yet served as a facility for nearby residents.

Why is this case relevant today and for whom?

Macroscopically, sewerage is a prerequisite and one of the most important facilities for the construction of urban centre. Therefore, the project is related to not only Seongdong-gu, where the site belongs, but also to all Seoul citizens who use the sewage system in Seoul. Microscopically, it is also related to nearby residents because it creates parks and leisure facilities for local residents.

Which strategy was proved to be successful?

First of all, I think the most successful strategy is to replace aging facilities and underground them. It is possible to avoid odors or avoidance facilities while undergrounding, and many facilities may be applied to the upper part. Space may be more environmentally friendly and resident-friendly while creating cultural, educational, and leisure facilities at the upper part. I think this is the best strategy because it is suitable for the purpose of the project to change the facilities to environmental facilities in daily life.

In your opinion, what could have improved this project?

I hope there is a strategy to increase accessibility of residents. The site of the center itself is very large and has been difficult for outsiders to enter, so it is placed in a very closed place, which would have been a better place if it had been applied to the ecological park connecting both rivers.

Any other comments?

I think it is worth the investment. It is a project where the public interest comes first, and I think it is valuable because the site can be used variously through the undergrounding of the facility. I think it is a good project to contribute to the development of local communities by providing cultural facilities and environmental education
