Location Description
This area has remarkable transportation environment. This area is near to the Gangbyeon Expressway ( 강변북로 ), Dongbu Expressway ( 동부간선도로 ), several express ways, and the No.2 subway line ( 서울 2호선 )and Bundang subway line ( 분당선 ). So this area can easily access to the four main gates of old Seoul and the area of Gangnam which is the main business and residential and tour area in Seoul. Also, this area has both great nature environment and cultural sources. Seoul-forest ( 서울숲 ) is right near to this area which is the representative park among resting parks in the east-north side of the Seoul and Ttukseom Island Ecological park ( 뚝섬 생태공원 )and physical training facilities are also the great infrastructures for this area.

Case Report

Introduction

This area has its own unique local industry. For example, handmade shoes are the most representative local industry in this area. However, most of them are small-scaled industry and most workers among them are old-aged so young-aged workers should be flow into the area so that the local industry can grow up bigger with the local economy. This area also has mixed areas of residential areas and business areas, so the various problems are occurring because of the conflict between those programs. Such as, economic recession, weaken competitive edge of the industries, poor and inadequate residential environments and other trivial problems are distressing the cities. Also, population of this area has decreased about 26% since 1985 until these days, so the problem about the living safety was one of the most severe problems in this area. As these problems are getting worse so the project that could solve these problems and develop this area was necessary. Regenerating the project with coexistence of residential area, business, resting place, and the community and activating the local industry for the autonomy of the city and developing the residential quality of this area would be the main contents of this project. So that this project would develop safe and adequate living environment for the residents and activate the industrial economy to make more job opportunities for the residents and recover the local identity using historical and cultural sources in this area and grow the regenerative power itself by developing the capability and the competence of this area.

Historical Context

This area has been continuously making jobs since 60 years ago, and this area is one of the representative heavy industry areas that has led the economic development of Seoul from the past. These days, there are many small manufacturer industries in this area such as handmade shoes industries. Today, there are many old buildings in this area. For example, buildings that have been built more than 20 years ago are possessing about 68% of this area getting worse as time goes by. Also, park and roads systems are remarkably low than any other areas in Seoul. For example, percentage of park area is about 5.4% in this area while the mean data of Seoul is 28.1%. However, this area has various historical and cultural sources such as old railroad, bridges from the Chosen dynasty, police mounted party events, and Arisu museum. These historical and cultural sources would be useful for the project of regenerating this area reusing the existing sources.

They retained 9 billion won as this project was selected for Seoul city regenerating pilot project and Seongdong-gu’s matching fee 1 billion won for this city regenerating project. They also retained about 44 billion won by Seoul supporting fund, Seongdong-gu own business, and the fund of private enterprises.

Existing Community and Residents

To reflect various properties of this area, they divided subjects into three which are residents and industry and social economy. Considering the properties of these three categories, they made a survey. They progressed a satisfaction survey about the residential environments and industrial environments to study about this area and to know the opinion and the perception of the citizens in this area, they collected the opinions of the citizens in three categories above. With citizen participating groups they progressed the workshops and visited the several sites of this area.

Lessons Learned

What is the most important take away from this case?

The most important takeaway from this case is that this project reinforced the local industry so that this area could be both self-reliance and protect its own culture. This area had its own unique local industry. For example, handmade shoes were the most representative local industry in this area. However, most of them were small-scaled industry and most workers among them were old-aged and local economy got worse. So the only way that this area can get back to stable economy was to make this area can make jobs by itself and sustain with their capability. So, the reinforcing the local industries was necessary for this area and it should be the main takeaway from this project.

Why is this case relevant today and for whom?

I think the reason of why this case is relevant today is because of the local industry. Local industry is not just a industry but it also has a historical context, cultural context, and also a sustainability and capability of the area. These days, there are many areas having problems of diminishing local properties, and this case can be relevant for the people who are engaged in these issues.

Which strategy was proved to be successful?

Phasing strategy was proved to be successful. Because, after planning all the needs they have to do systemically for this project, they could objectively know what is the problems and issues in this area and what should be improved for this area to be regenerated well and what can be helpful and useful and sustainable even after the project is done. For example, after phasing all the plans they have to do, they successfully collected the opinions and perceptions of the residents by survey and studied well about the problems and issues by visiting the site and having a workshop with the residents and decided well to support local industries for sustainable regeneration for the social economy of this area.

In your opinion, what could have improved this project?

One of the biggest problems and issues of this area was the poor and inadequate living environment and the safety. So this project planned to regenerate the roads in this area for the stable circulation in this area, and improve the transportation by offering the bicycle roads and eco-friendly transportation systems and expand the infrastructures that were lack of both quantity and quality in this area. However, in this category, I think this project could not satisfy the need of this area very well. I think it could be better if they investigated more about what this area need for the better living condition and what kind of infrastructures do residents and industries in this area need. Then, this area could be regenerated into what they really wanted before.

Any other comments?

I think this project was partially worth the investment and partially not. Related to the successful strategy above, I think they successfully completed the project improving the local economy efficiently. But, related to the category that could be improved more that I stated above was not worth the investment.
