Location Description
Seoullo 7017 is formed to connect Manri-dong and Namdaemun Market, including the Seoul Station Overpass, Manri-dong Plaza, and Toegye-ro Traffic Island. There is Seoul Station on the south side of the overpass and Chungjeong-ro Station on the northwest side. Cultural resources such as Cultural Station Seoul 284, National Theater Company, and Namsan Park are located nearby.

Case Report

Introduction

The Seoul Station overpass was a symbolic structure of Seoul, constructed in 1970, designed in the form of crossing the east and west of Seoul Station for rapid population growth and traffic congestion. The majesty of the overpass that winds around Seoul Station was the first face of Seoul for those who came to Seoul from provincial areas, and it is one of the Seoul roads filled with memories for the citizens of Seoul who passed the overpass for 45 years. However, as time passed, the Seoul Station overpass became a symbol of an old area, and discussions on the demolition of the Seoul Station overpass began in the 1990s, and the demolition was decided in 2007. However, due to the recession in the real estate market, demolition was not carried out, and in 2014, the Seoul Station overpass changed from demolition to “regeneration”. Afterwards, on January 29, 2015, the 'Seoullo 7017 Project' was announced to regenerate the Seoul Station overpass as a people-centered path, and to contribute to revitalizing the area and spreading urban vitality by regenerating the disconnected Seoul Station area. After the announcement, an international design competition was held, and the “Seoul Arboretum” by Dutch architect Winy Maas was elected. The biggest feature of Seoul 7017 is that it aims to integrate the surrounding area as well as the Seoul 7017 itself. The most important point of Seoul 7017 was to use the Seoul Station overpass as a means of regeneration to attract people and revitalize the surrounding area.

Background

Economic Context

-Decision making in the market of Namdaemun on the east side of Seoul Station is difficult because there is a conflict between various merchants' associations and each building. -Namdaemun Market is suffering from a slump in operation, and the number of customers is decreasing due to the characteristics of Seoul, where automobile movement is generalized. -There was a lot of opposition because there was a concern that if traffic became difficult due to the expensive parking of Seoul Station, the accessibility of traffic was reduced and there was a concern that it could negatively affect the commercial district. -Traffic disruption can cause damage such as not only a decrease in visitors, but also difficulties in logistics and delivery, and accessibility of nearby industrial workers, and there is concern about congestion of traffic in the vicinity that will occur when roads disappear.

Social Context

-Jungrim-dong, Seogye-dong, and Manri-dong on the west side of Seoul Station are behind the railroads and are severely underdeveloped for a long time. -However, as all of them are still symbolic spaces of Seoul, there is a possibility to utilize the advantages of the geographical requirements of Seoul Station. -The area near Seoul Station is not able to utilize its geographic requirements due to spatial disconnection. -To solve this problem, it was considered the top priority to create a city landmark that can serve as a hub connecting the area around Seoul Station and the surrounding area.

Environmental Context

-The creation of Seoul's urban attractions and restoration of the green axis have been the core elements of Seoul's policy. -Such policies can be seen in the Cheonggyecheon restoration project and various urban restoration projects. -In this situation, Seoullo 7017, which can create a landmark that can provide green space to citizens while preserving the heritage of the city's historical value and meaning, was a way to effectively use the Seoul Station overpass.

Historical Context

-Seoul Station, which opened in 1990 with the opening of the Gyeongin Line, has a lot of historical significance as it has been through a long time. -Seoul Station, which has played a pivotal role in railroad traffic on the Korean peninsula since the Japanese colonial period, changed its name to Seoul Station after liberation and has grown into the largest station in Korea. -The Seoul Station Plaza, a place where many people naturally gather, has also become a place for many historical events. It was used as a site for a variety of historical events, such as a place of welcome and farewell, a place of ritual for separation from a tragic event, and a place to express political views such as the independence movement. -The Seoul Station Overpass is a symbolic structure of Seoul that was created to resolve the rapid population growth and traffic problems that occurred with industrialization. It is a place filled with memories for citizens who have used the overpass. -Because it is a road with such a lot of historical significance, we wanted to maintain it rather than demolish it, and the Seoullo 7017 project was proposed as a way to use it effectively.

Goals and Objectives

First, the improvement of the pedestrian environment through the regeneration of the Seoul Station overpass is to attract people to the overpass of the Seoul Station and allow this floating population to spread naturally to the surrounding area, thereby inducing continuous development of the nearby area. Second, the revitalization of urban regeneration in Namdaemun Market and nearby areas is to revitalize Namdaemun Market's commercial district by allowing an increasing floating population to flow into areas near Namdaemun Market based on the improved pedestrian environment of Seoul Station. Third, supplementing and solving pending problems is to reflect the opinions of not only experts but also citizens in the process of the project, and seek supplementation such as reinforcing the safety of other old roads. Issues and Problems

-Namdaemun market, which has been running for 120 years, is gradually declining compared to the past when it was booming, and merchants who were experiencing such a recession responded sensitively to changes in the surroundings and strongly opposed the park on the overpass. The reason was the decline in traffic access and the influx of homeless people due to the parking of the overpass. -Workers in the sewing industry in the vicinity used the overpass as the main road to deliver goods to the Namdaemun Market or Dongdaemun Market, and were concerned about the delay in delivery due to the closure of the overpass and opposed it. -As the merchants of Yeomcheon Bridge were also used as bypass roads after the overpass was closed, traffic congestion occurred and their complaints also increased as they suffered damage. -Users of buildings in nearby areas, who would suffer from traffic congestion, also objected.

Public Engagement Strategy

-In the early stages of the Seoullo 7017 project, a civic committee composed of local residents, experts, youth, and the media was formed. -They were qualified to prepare discussions on operational strategies, including not only direct creation of Seoul, but also expansion of citizen participation. -The management meeting was held regularly, and issues related to the Seoullo 7017 project and surrounding plans, operation, and civic communication were presented to the committee for review.

Seoullo 7017 is planned/operated under the budget of Seoul.

Existing Community and Residents

Starting with the Namdaemun Merchant Association residents briefing, a consultative body was formed through interviews with the Merchant Association and visits to the head of the Jung-gu Office. The council attempted to discuss overall matters related to the project implementation, such as the plan to revitalize the Namdaemun market that will occur due to the Seoul Station's expensive project. Through this, a plan to save the road axis in Toegye-ro was discussed, and a plan was to be prepared to relieve traffic congestion. To communicate with workers in the sewing industry, starting with a visit to the sewing industry in 2015, a plan to support the sewing industry was prepared through expert meetings. In addition, various support plans for nearby merchants were established by operating the cooperative council for mutual growth and promoting the industrial support ordinance.

Phasing Strategy

In accordance with Seoul's guidelines for international design competition, the contents presented by the companies were decided through a mutual evaluation process. When designing, it focused on securing the design continuity and flexibility of the work finally selected in the international competition, and it consisted of the process of supplementing and confirming the basic design, detailed design, contracting and starting construction. The implementation design was completed in August 2015, 12 months after the contract, during which time the Seoul Metropolitan Government completed the basic and detailed design for the demolition of the elevated floor plate of Seoul Station and partially ordered and started construction to shorten the construction period.

The Master Plan

The master plan shows that Seoullo is a pedestrian path and plays a variety of roles, from gardens and plazas in the city center to festivals and event spaces where citizens can gather and enjoy. In order to restore the urban context, which had been cut off locally, pedestrian traffic was connected to adjacent areas through connecting roads, and each connecting road was planned to connect pedestrian traffic in various ways such as elevators, stairs, terrace bridges, etc. to suit the adjacent urban situation. On the upper part of the overpass, trees are arranged according to the image of the arboretum, and convenient facilities for pedestrians will be built. In addition, the plaza on the overpass was planned to play a role as an event plaza by arranging cafes and outdoor stages. In the lower part of the overpass, a plaza using a traffic island was formed, and it was designed as a place to provide shade to citizens.

Current Status

-The construction has been completed and is open to the public, and a system in which the private sector cooperates is established and operated under the public operation. -Continuous feedback is being made to improve the problems that occur during operation, and additional developments such as the second-stage connection road are being made.

Lessons Learned

What is the most important take away from this case?

Rather than just getting rid of the Seoul Station overpass, which has been raised as a problem of the city, it seems to be important to keep it in consideration of its historicity and symbolism. Currently, the city is experiencing a lot of problems due to the rapid expansion and progress without considering anything other than development, and it will be important to try to solve these problems. Also, in this process, I think it is important to consider what citizens, who actually use this facility, feel about the project and how to reflect their needs.

Why is this case relevant today and for whom?

-The most relevant people are the merchants who run the surrounding commercial districts. I think this urban regeneration project is most relevant to them because it can have a great impact on the surrounding commercial districts, which are greatly affected by the number of visitors and the floating population. -Since Seoullo was created to provide citizens with green space in the city center, it is used as a place where citizens living or working in the vicinity can spend time, and I think it is relevant to citizens as well.

Which strategy was proved to be successful?

The intention to create a green space that can be naturally accessed in the city center by integrating the surrounding pedestrian paths seems to have been well realized. Seoullo, which has many access roads, including around Seoul Station, was created in an environment that people walking on the road could easily access, and it is connected to Seoul Station and various buildings on the road, so it can play a role as a green space that is naturally provided in the city center.

In your opinion, what could have improved this project?

It seems that Seoullo is just used as a trail, but it would have been better if it could be used as a place where more various events could occur. There are spaces like a plaza intermittently, but I don't think there are any spaces or convenience facilities in which some activities can take place.

Any other comments?

I think the intention of the project to preserve the historical value of the Seoul Station's high price and return it to the people was good and to some extent well realized. However, considering the budget used in the process of reinforcing the structure and creating additional access roads in order to reuse the overpass and the Budget needed to maintain it in the future, it is not clear whether the Seoul Station overpass has a historical value enough to spend that amount of money.
